Klein were engaged by Northland District Health Board at the end of 2015 to provide site masterplanning servcies for the Whangārei Hospital site and to provide architectural support for a plan change process.
Scope of services for this project included full architectural services appropriate for health site masterplanning services and clinical health planning services. The scope additionally included interpretation of all client documentation and capacity modelling for development of the outline schedule of accommodation, creation of all functional design briefs and detailed schedules of accommodation to be used to support the business case process.
The works involved extensive engagement with a wide variety of stakeholders at NDHB including senior management, medical executive teams, clinicians and consumers. Several options for expansion and redevelopment of the hospital campus were developed and explored. The final masterplan report consolidated these to a short list of viable options while also addressing site redevelopment strategies including long term site phasing.
The masterplan completed in 2017 established core objectives and helped identify pathways towards achieving these goals following the Better Business Cases (BBC) framework. Klein’s role was extended to provide health planning and architectural consultancy for the Programme Business Case Phase (2017-2020) and subsequently the Detailed Business Case Phase (DBC) in 2021. Key service areas include continual stakeholder management, design development, kaupapa Māori design integration and co-design cultural consultation with the region’s local iwi and mana whenua. The latter was carried out alongside a local sub-consultant, Whangārei-based Matakohe Architecture + Urbanism to enhance insight into the cultural context. As part of broader outcome for the project, Klein were also committed to sharing knowledge to upskill Northland based practices.
