Scope of services for this project included full architectural services appropriate for the site masterplanning and business case work, and clinical health planning services. This also included interpretation of all client documentation and capacity, development of the outline schedule of accommodation and functional design briefs and support for the model of care document and detailed schedules of accommodation to be used to support the business case process.

The Klein team have since gone on to lead the full architectural and health planning design process for this development which has just completed design and building consent documentation at the end of April 2023.

Klein was engaged by WDHB at the end of 2016 to provide a site masterplan for the Mason Clinic to support the business case. The Mason Clinic campus provides regional forensic psychiatric services in secure units, integrated forensic mental health services for the Northern region courts and prisons, and general mental health services. Full site masterplanning was required in addition to the business case development for a medium security unit (T2) on the campus.  The Klein health planning team worked with Mason Clinic on the standardisation of future units and support buildings, developing schedules of accommodation and briefing to determine overall site and health planning requirements, which fed back into the masterplan.  A series of design principles were developed to guide the masterplan development. Collaboration with the Wairaka Land Company ensured good urban design outcomes with alignment between the Mason Clinic masterplan and the Wairaka Precinct masterplan.

This work was a part of a lengthy land acquisition process resulting in a different site configuration and purchase from MHUD. Work in 2018 and 2019 continued with the Programme Business Case and Tranche 1 Business Case and Concept Design.

The masterplan included the facilities below and informed the briefing and location of the 60 bed E Tū Wairua Hinengaro project currently in design and due to begin construction in 2023:

Following masterplanning, Klein were engaged to support the plan change and business case phases, utilising tools and producing documentation to support Mason Clinic Tranche 1 Business Case and Plan Change submission.

The work completed during masterplanning and business case resulted in approval to proceed with Tranche 1 of the business case work.  Klein awarded this work with delivery of full architectural and health planning services, with final building consent documentation completed in April 2023.  This project has run to programme and budget constraints.
